Section 106 Heads of Terms

    Get Started with This Skill

    Overview

Draft and validate Heads of Terms for Section 106 planning obligations under the Town and Country Planning Act 1990 (UK). Covers obligations between developers and local planning authorities, including affordable housing, CIL, education, open space, and highways. Ensures HoT structure and alignment with viability and GDV assumptions.

    Getting Started

Add your source materials to the project workspace — planning application reference, site details, any CIL or affordable housing figures, and viability/GDV assumptions — then activate the Section 106 Heads of Terms skill. The agent will guide you through drafting, validation, and finalisation.

    What It Validates

The skill includes a validation tool:

    • validate_heads_of_terms — Checks the HoT draft for required elements: parties (obligor and authority), land description, obligations (e.g. affordable housing, contributions), triggers or phasing, and monitoring. Optionally reports whether a financial/viability narrative (e.g. GDV, contributions) is present so the HoT can stay consistent with viability assessments.

    Example Chat

You: Draft Heads of Terms for our s106. We have 15% affordable housing, education and open space contributions, and our viability shows GDV of £12m.

Agent: I’ll draft the HoT using the skill’s structure: parties, land, obligations with triggers and monitoring. I’ll align the financial narrative with your GDV and contribution figures, then run validate_heads_of_terms to confirm all required elements are present.
