TUPE Consultation Documents
Get Started with This SkillOverview
Draft and validate the Measures Letter and consultation notices for UK TUPE employee transfers. Covers reg 13(2) information and consultation, meaningful consultation timing, and integration with liability mapping and timeline checks.
Getting Started
Add your transfer details (parties, date, envisaged measures, implications) to the project workspace, then activate the TUPE Consultation Documents skill. The agent will use the templates to draft the Measures Letter or consultation notice and run the validation tool so nothing required under reg 13(2) is missing.
Example
You: We’re the transferee in an outsourcing transfer. The transfer date is 1 April. We need to send the transferor the information they need for their TUPE consultation. We’re not planning any measures for the transferring staff.
Agent: I’ll draft a Measures Letter from the transferee to the transferor using the template. I’ll state the transfer fact, proposed date, reasons (outsourcing), legal/economic/social implications, and confirm that no measures are envisaged by the transferee. Then you can share it with the transferor so they can inform their representatives.
You: Done — the file is
measures_letter_transferee.md. Can you check it’s complete?Agent: Running the validation tool on
measures_letter_transferee.md.validate_tupe_consultation_draft: All mandatory reg 13(2) elements (fact/date/reasons, implications, measures or no measures) are present. Consultation period row is “No” because this is a Measures Letter between parties; the transferor will use it to prepare their consultation notice with dates. If your project has a consultation_timeline_checker, run it on the transferor’s planned notice period to confirm it allows meaningful consultation.

| 13(2)(b) | Legal, economic and social implications for affected employees |
